The UBL-SR rules the parser cannot decide on its own - they compare values, filter with a predicate, count distinct values or require an element - and that the validator implements against the model. UBL-SR-19, 20 and 21 are split: the table above counts them, the validator checks that the payee is not the seller. UBL-SR-12 and 13 are in both: the table above decides a parsed document, the validator one built in code.
